Sealed bids or electronic bids will be received by the Neshoba County School Board in Philadelphia, Mississippi until 9:00 AM on June 13, 2025. Sealed bids will be received until the designated date and time at the Neshoba County School District Central Office at 580 East Main Street, Philadelphia, Mississippi. Electronic bids will be received until the designated date and time via electronic bid submission through Quest CDN for a $45 fee. All bids will be thereafter publicly opened for the Neshoba County School District Pavement Maintenance, CES Project #25-1492.
The Work consists of cold milling of existing surfacing, full depth reclamation, base repairs, leveling, hot mix asphalt overlay, and striping on access roads and parking areas on the campus of the Neshoba County School District (Neshoba Central).
Detailed plans and specifications for the above described work are on file in the Neshoba County School District Central Office, 580 East Main Street, Philadelphia, Mississippi. Plans and Proposals may be secured by contacting Marty Crowder, P.E., Project Engineer, Crowder Engineering & Surveying, Inc., 1150 West Main Street, Ackerman, Mississippi 39735, 662-285-2062. The Cost is fifty dollars ($50.00) for printed plans and fifty dollars ($50.00) for the printed proposal, non-refundable. Plans and Proposals may also be downloaded electronically for a non-refundable fee of $35.00 by providing QuestCDN Project Number 9681038 on the Project Search Page on the Quest website QuestCDN.

Contract Time: 30 Working Days
The Award, if made, will be made to the lowest and best qualified bidder on the basis of the published quantities. The Neshoba County School District hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, minority business enterprise will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
Certified check or bid bond for five percent (5%) of the total bid, made payable to the Neshoba County School District must accompany each proposal. The successful Bidder will be required to furnish separate performance and payment bonds each in the amount equal to 100% of the contract price at the time of execution.
All Bidders responding to this Advertisement for Bids must comply with all applicable requirements of Chapters 3 and 5 of Title 31 of the Mississippi Code of 1972, as amended, including, but not limited to, the requirements relative to holding a Certificate of Responsibility and payment of a special privilege tax; both items administered by the Mississippi State Board of Public Contractors.
The Successful Bidder must provide both a Performance Bond and a Payment Bond (each in the amount of one hundred percent [100%] of the Contract) upon execution of the Contract.
No Bidder may withdraw his Bid within Sixty (60) days after the actual date of the opening thereof. Within the limitation of the state law, the Neshoba County School District reserves the right to reject any or all bids received, to waive any informalities or irregularities in the bids received, or to accept any bid that is deemed most favorable to the Neshoba County School District.
